National Intelligence Coordinating Agency (NICA) Director General-designate Ricardo de Leon on Thursday described as “napaka-effective” Executive Order 70 that created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the Anti-Terrorism Act.
De Leon said the two measures will make the country stronger and will bring development to the nation.
“With what is happening now, napaka-effective yung ating Executive Order 70 yung NTF-ELCAC, as well as yung sa Anti-Terrorism Act. Sabi nga natin that would now assure as now of a stronger nation kasi we have already started giving focus on this sa national security interest natin that would now trigger yung development,” de Leon said.
De Leon stressed that stability is important to the development of the country.
“So you can see the impacts nitong mga efforts the presence of the task force and the national terrorism act that will trigger now development,” added de Leon in a television interview.
De Leon underscored the importance of sustaining the NTF-ELCAC.
He said NICA will conduct an evaluation on the works of the task force including its community support programs which now have a P5 billion budget.
“We need to empower barangays kasi nandun yung roots eh parang yung tentacles ng octopus, yung mga social ills ina-address natin,” he pointed out.
De Leon also underscored the importance of the local government units (LGUs) in solving the local insurgency problem.
