Binraso! House panel OKs solar franchise of Legarda’s son at lightning speed
The House committee on legislative franchises has approved the franchise application of a solar power company owned by the son of Senator Loren Legarda despite questions about its operations.
Buhay party-list Rep. Lito Atienza said the committee chaired by Palawan Rep. Franz Alvarez approved House Bill 8179 even though only two hearings have been held about it.
HB 8179 substitutes HB 8013 and HB 8015 authored by Deputy Speaker Arthur Yap and Compostela Valley Rep. Maria Carmen Zamora.
Atienza told the tabloid Abante that he had warned lawmakers about railroading the franchise approval of Solar Para Sa Bayan Corporation (SPBC) owned by Leandro Leviste.
“Sa [House] committee on rules hindi man lang tinake-up, hindi tinake-up basta pasado na. Huwag namang ganyan sabi ko. Kitang-kita natin ‘yan,” he said.
Atienza fears SPBC will only sell the franchise it receives from Congress.
“Ang kaba ko baka ibebenta lamang niya ang prangkisa na makukuha niya. Nilagyan ko ng probisyon na walang bisa itong prangkisa na ito kapag ibinenta,” he said.
Atienza asked his colleagues why they are in a hurry to approve SPBC’s franchise.
“Ang tanong ng maraming congressman bakit minamadali? Eh dapat mag-ingat tayo nagagamit ang prangkisa sa negosyo. Eh hindi naman dapat. Sa serbisyo dapat yan,” he said.
