Ombudsman vows to stop Napoles turning state witness

Ombudsman Conchita Carpio Morales on Tuesday (May 16) has vowed to stop any moves to turn pork barrel scam queen Janet LIm Napoles into a state witness.

“As far as the prosecution is concerned, she is one of the principal alleged malefactors,” Morales said about the involvement of Napoles in the pork barrel scam.

“So certainly the OSP (Office of the Special Prosecutor) will block any attempt to make her a state witness,” she assured.

The OSP is under the Ombudsman and handles the prosecution of those charged before the Sandiganbayan.

Napoles is facing multiple charges before the Sandiganbayan including the non-bailable plunder offense in connection with the pork barrel scam.

In spite of this, Justice Secretary Vitaliano Aguirre II said the government will conduct a re-investigation of the scam to determine who else who should have been prosecuted but got spared due to the “selective justice” of the previous administration.

Aguirre had disclosed seeking the help of Napoles in conducting the re-investigation.

    The Ombudsman is not functioning according to the best interest of the public. Her inaction in prosecuting Pnoy and now trying to block for Napoles to be the state witness bespeaks her impartiality. Legal niceties should give way to the substance of the law. How can she be a mastermind when she is only an ordinary individual and the ones mostly benefiting are legislators? From all its practicality, Napoles is only a puppet and a facilitator, how can a mere facilitator be considered the most guilty then? At most, the culprit here are those who release the budget and the one who ordered it, (Pnoy or Abad, may be) Morales’ loyalty to the one who appointed her should cease when it runs in conflict with her loyalty to the Republic. Her impartiality is conspicuous, hence, she should resign or rather be impeached for betraying the public trust reposed on her.
