‘Di kailangan ang ICC! PH has functioning, robust justice system, says Panelo

The Philippines does not need the International Criminal Court (ICC) because it has a “functioning” and “robust” justice system, according to Presidential Spokesperson Salvador Panelo.
“The very reason why Rome Statute was created creating the ICC (so) there would be a vehicle by which we can prosecute what each country perceived to be tyrants or violators of heinous crimes,” said Panelo, also legal counsel of President Rodrigo Duterte.
The Rome Statue, he added, can only investigate and prosecute if the State is “unwilling or unable.”
“But, we are not only unwilling, we are able. What’s the proof? We jailed the former president (Joseph) “Erap” (Estrada)… We also detained the former president Gloria Macapagal Arroyo,” according to him.
Meanwhile, Panelo said the country’s withdrawal from the Rome Statue was a “misnomer,” saying the notice was “more of informing them that, excuse me, we are not part of you.”
“Hindi naman tayo nag withdraw actually… because (they) never assume jurisdiction over us. Kasi walang jurisdiction,” he said.
