‘Di mauuto! Sotto won’t bite GMA Cha-cha ‘bait’ – Lacson

There is no chance that Senate President Vicente “Tito” Sotto III would bite the “bait” of the House, led by Speaker Gloria Macapagal-Arroyo, in skipping the vice president in the presidential line of succession in favor of the Senate president in pushing for Charter change (Cha-cha), Senator Panfilo “Ping” Lacson said.
“Anong motive? Anong purpose? Para ma-lure yung Senate through the Senate President? I don’t think so, because Senate President Sotto is too smart to bite the bait na dina-dangle nila,” Lacson said Wednesday (October 10).
“Ang motive is just to push through ‘yung Cha-cha in any manner na magsu-suit kung ano man ‘yung interest nila,” he added.
Under Article XVII, Section 4 of Arroyo and 21 other lawmakers’ proposed Constitution, the Senate president would take the place of the incumbent president “in case a vacancy arises by reason of removal, resignation, permanent incapacity or death.”
Asked about this, Senate President Vicente “Tito” Sotto III said there is no time to discuss revising the Constitution, adding, “We don’t even know if I’m still Senate president by then.”
Lacson believes that amending the Constitution is no longer possible under the term of President Rodrigo Duterte, whose key campaign promise is to shift to a federal form of government.
“Ang right time is pagpalit ng presidente, ‘pag sa unang taon pa lamang, doon na niya i-discuss. Kasi pagka ‘yung halos patapos na, ‘yung halos midterm or patapos na ‘yung term niya, nagiging suspect, nahahaluan ng mga motibo,” Lacson said.
