DLSU’s Julio Teehankee, UST’s Edmund Tayao speak on federalism in Congress
Two of the country’s prominent political analysts took time off from their busy schedules in universities to give a crash course on federalism at the House of Representatives.
De La Salle University College of Liberal Arts dean Dr. Julio Teehankee and University of Santo Tomas professor Edmund Tayao recently spoke before lawmakers and their staff at a forum sponsored by the House, along with the PDP-Laban Federalism Institute, Congressional Policy and Budget Research Department (CPBRD), and Local Government Development Foundation(LOGODEF).
In separate lectures, Teehankee and Tayao discussed the proposed dual executive in a parliamentary form of government.
President Rodrigo Duterte wants to amend the 1987 Constitution to change the form of government to a federal system.
