DOJ finds probable cause to indict Supt. Marcos, 18 others for Espinosa’s death
As promised by Justice Secretary Vitaliano Aguirre II, the Department of Justice (DOJ) has issued a resolution recommending the indictment of 19 policemen for the death of Albuera, Leyte Mayor Rolando Espinosa Sr.
The DOJ panel of prosecutors has released a resolution seeking the indictment of Supt. Marvin Marcos for two counts of murder for the death of Espinosa and fellow inmate Raul Yap during the November 5 police operation within the Baybay City, Leyte sub-provincial jail.
Apart from Marcos, those indicted for two counts of murder were Sr. Insp. Deogracias Diaz III, SPO2 Bejamin Dacallos, PO3 Norman Abellanosa, PO1 Jerlan Cabiyaan, Chief Insp. Calixto Canillas Jr., Sr, Insp. Lucrecito Candilosas, SPO2 Antonio Docil, SPO1 Mark Christian Cadilo, PO2 Jhon Ruel Doculan, and PO2 Jaime Bacsal.
On the other hand, those indicted for one count of murder for killing Espinosa were Supt. Santi Noel Matira, Chief Insp. Leo Laraga, SPO4 Melvin Cayobit, and PO3 Johnny Ibanez.
Also charged for one count of murder, this time for killing Yap, were SPO4 Juaniato Duarte, PO1 Lloyd Ortigueza, Sr. Insp. Fritz Blanco, and PO1 Bhernard Orpilla.
