Duterte favors arming civilians, vows to pardon those who kill criminals, terrorists

President Duterte has announced plans to “arm civilians” to boost the government’s campaign against the crime and terrorism and grant them pardon if convicted of any killing.

“I intend to also arm the civilians,” the President said in a press conference during his visit to Bohol where the military recently clashed with Abu Sayyaf terrorists.

“I also encourage civilians to kill kasi dead or alive man yan, may reward. Pero mas gusto ko dead kasi yung alive, may pakain pa ako, ma’am. Magastos pa yun,” said Duterte who held a security briefing with local officials.

If a citizen kills a terrorist, Duterte urged the person to come forward and promised to protect and pardon him.

“Kapag nakapatay ka na, you just go to the police and make the report and state your truth. Walang problema, I will take care of you and pardon you for whatever (case?),” he said.
