House urges Comelec to reset COC filing period for 2019 polls

MANILA – The House of Representatives on Monday (September 10) unanimously approved a proposed resolution urging the Commission on Elections (COMELEC) to reschedule the filing of the certificate of candidacy (COC) for aspiring candidates in both local and national positions.
Under the proposed House Concurrent Resolution No. 20, the COMELEC has been called to reset the filing period of COC from the original first week of October to the second week of the said month.
The poll body originally scheduled the filing period from October 1 to 8 but the House leadership suggests that it would be better if the timetable will be moved starting from October 11 until 17 since the chamber is expected tackle the proposed Php 3.757-trillion National Budget in plenary during the original dates of the deadline.
“Kailangan talagang mai-adjust ng Comelec ang period ng filing of candidacy para matapos ng Kongreso ang deliberasyon sa mga batas na kailangang maipasa na,” said Camarines Sur Rep. and House Majority Leader Rolando Andaya Jr.
Andaya said rescheduling the filing period was a big help for the legislators since they can focus on the remaining legislation pending in the House plenary.
“Malaki ang maitutulong ng re-scheduling ng filing of candidacy para matapos ang mga trabaho sa Kongreso bago tayo pumasok sa election campaign period… nirerepaso na rin ngayon ng Kamara ang proposed 2019 National Budget at malamang na maipasa namin ito sa third reading bago ang October break,” said Andaya.
Andaya said five of the eight priority measures of the Duterte Administration were already approved by the House and the remaining three are scheduled to be passed before Congress takes a break on the third week of October.
