Huwag madaliin, dapat himayin: Nancy backs massive public consultations on Cha-cha
Senator Nancy Binay on Sunday rallied behind the plan of opposition Sen. Francis Pangilinan to carry out an extensive public consultation on the proposal to amend the 31-year-old Constitution.
Binay took note of Pangilinan’s plan to bring the issue of Charter change (Cha-cha) to Baguio, Cebu and Cagayan de Oro.
“Personally, magandang pag-usapan pero para sa akin, mahabang proseso. Huwag nating madaliin. Dapat talaga himayin,” she said.
“Kung papalitan natin iyong Constitution, ano yun dapat palitan? Kailangan ba mag-change tayo ng form of government or may certain provisions lang doon na ia-amend?” Binay asked.
The senator underscored the need for an intensive public consultation and information campaign for the people to fully understand the pros and cons of Cha-cha and federalism.
Pangilinan, chair of the Senate committee on constitutional amendment and revision of codes, said Cha-cha should not be railroaded by excluding the public from participating in the discussion.
“At yan ang sisikapin natin sa ating mga komite na mabusisi ng husto ‘yung mga minumungkahi. So hindi ito madalian. Hindi ito pupwedeng sapilitan at hindi maaring maikling panahon ang gugugulin para talagang mapag-usapan ng maayos ang Cha-cha,” said Pangilinan.
