Impasse on BBL resolved, its passage now assured – Palace
Through President Duterte’s intervention, the passage of the landmark legislation, Bangsamoro Basic Law (BBL) is now assured.
Presidential Spokesperson Harry Roque announced through his Twitter account that the impasse on the territorial jurisdiction that stalled the deliberations in the ongoing bicameral conference committee has been resolved.
The two panels sitting in the bicameral committee have agreed to adopt the House of Representatives’ version on the said provision.
“(Malacanang is) pleased to announce that the President facilitated the passage of the BBL by convincing the two Houses of Congress to adopt the (lower) House version of the BBL,” Roque said in a text message to Palace reporters.
The Lower House version on the BBL provides for the six municipalities of Lanao del Norte and the 39 barangays of North Cotabato could vote to join the new Bangsamoro territory in a referendum to be conducted on the mother territory of the areas involved.
“With the President’s intervention citing constitutional provision and the decision of the Supreme Court in the case of Umali, the passage of the BBL has been assured,” Roque said.
President Duterte will sign the BBL into law before he delivers the third State of the Nation Address (SONA).
