Ping says Constitution mandates that CHR gets full budget: Kahit sino pa ang nariyan

No less than the 1987 Constitution mandates that the Commission on Human Rights gets a working budget for 2018, Sen. Panfilo Lacson said Wednesday.

Lacson told reporters the CHR is a constitutionally created body and should not be effectively abolished by having its budget cut down to just P1,000.

“I’m not thinking of personalities here. Whether anak ni Lucifer ang nariyan o anghel ang nariyan, hindi yan ang issue. Ang issue is ang agency na magsa-suffer ang kanilang function, kanilang mandate under the Constitution. Ang operative word dito is Constitution,” he said.

Earlier, Lacson said he would fight to restore the CHR’s P678-million budget for 2018, which the House of Representatives pared down to P1,000.

Lacson also said it is not right to remove the budget of a commission created by the Constitution and effectively abolishing it.

“Tama ba na alisan mo ng budget ang isang commission na created ng Constitution and effectively abolishing it? Yan ang issue,” he said.
