Ping says House leaders confused: Cha-cha comes first before no-el
It’s the other way around.
On this note, Sen. Panfilo Lacson schooled leaders of the House of Representatives who insist that Charter change is impossible without postponing the 2019 elections.
Lacson, in a post on his Twitter account on Sunday, said the opposite is true: that the 1987 Constitution has to be amended before the 2019 polls can be shelved.

Under the 1987 Constitution, there shall be elections held every three years, with senators getting six-year terms and House members getting three-year terms.
Lacson cited news reports quoting House leaders as saying President Rodrigo Duterte’s allies in the House of Representatives cannot fulfill his wish to have a federal constitution within nine months if the 2019 elections are not scrapped.
Presidential spokesman Harry Roque Jr. said Duterte wants the federal charter to be finished in time for the May 2019 polls so the plebiscite for its ratification could be held together with the balloting.
But while Duterte wants elections and a plebiscite to proceed in 2019, he would not stop his allies in Congress from scrapping the 2019 midterm elections.
