President Rodrigo Duterte may sign the executive order against contractualization on or before May 1, Malacañang said Monday (April 16).
Presidential spokesperson Harry Roque said Duterte wants to rush the signing of the EO since it was one of his campaign promises.
“The President wants it as soon as possible. We all know that Labor Day is May 1. So, I would think that it will come out on or before May 1,” he said in a press briefing.
Roque admitted there is no final version of the EO yet, after labor groups said the scheduled signing for today has been cancelled.
“I can only surmise that the final version of the EO has not been agreed upon by both labor, management and government. It’s a tripartite document, which has to be agreed upon. So, possibly, they don’t have a final version yet,” he said.
While Roque refused to speculate on the reason for the delay in the EO’s signing, he said Duterte “is rather restive” about ending contractualization.
“He has mentioned to me personally that this is a campaign promise that he wants to deliver to the people very soon,” Roque said.
Malacañang earlier clarified that the EO will not totally ban contractualization since such an objective can only be met through legislation.
In March 2017, Department of Labor and Employment came out with Department Order 174 prohibiting illegal forms of contractualization such as “endo” and “555” schemes.
