In short, they are replaceable.

House Speaker Pantaleon Alvarez warned Wednesday (February 8) that the House leadership would promptly replace deputy speakers who are against the bill seeking the reinstatement of death penalty.

“Pagka deputy speaker ka, pangit naman na ‘di ka sang-ayon doon sa administration sponsored bill atsaka pag chairman ka ng committees,” Alvarez told House reporters in a chance interview.

“Papalitan namin. [Ang] mga deputy speakers na di sasama sa administration bill, papalitan po natin. Kasi awkward na deputy speaker ka tapos you do not agree with the admin bill,” he added.

There are around a dozen deputy speakers in the 17th Congress.

Alvarez is the prime mover of the contentious death penalty restoration bill. President Rodrigo Duterte, Alvarez’s longtime friend and PDP-Laban party mate, had earlier asked Congress to reinstate capital punishment as a means to deter crime.
