Department of Information and Communications Technology (DICT) acting Secretary Eliseo Rio Jr. insists the selection of the third telecommunications player wasn’t rigged to favor the consortium owned by Duterte crony Dennis Uy even if it ended up as the only participant qualified to join the bidding stage.
In an interview aired over ANC’s “Headstart,” Rio said Mislatel Consortium was named the provisional third telco player because it was the only one which fulfilled all the requirements set for interested parties.
The two other participants which continued with the selection process led by the National Telecommunications Commission (NTC), PT&T and former Ilocos Sur Governor Luis “Chavit” Singson’s Sear Telecom, were disqualified due to their failure to meet some of the requirements.
“We are not favoring Dennis Uy. They (PT&T and Sear Telecom) were disqualified because of requirements. PT&T did not have the 10 years experience. Chavit Singson has it. Dennis Uy has it. PT&T has the P700-million performance bond and Dennis Uy had it [but Sear Telecom didn’t],” he said.
Uy is one of the biggest contributors to President Rodrigo Duterte’s 2016 electoral campaign, forking out P30 million.
Rio denied that there was an ulterior motive in the choice of Mislatel Consortium as the provisional third telco.
“We did not look at personalities I looked at the documents, not personalities. We did not look at whoever was close to the President,” he said.
The selection committee which favored Mislatel Consortium recently rejected the appeal of PT&T and Sear Telecom to join the bidding.
