The clock is ticking: Duterte admits decision needed on ‘endo’ EO soon
President Rodrigo Duterte admitted that he needs to decide on the executive order banning illegal forms of contractualization soon due to the “unrest” among labor groups.
In a speech at the awarding of the Medal of Valor to the kin of the 44 slain Special Action Force troopers Tuesday (April 17), Duterte said he already received the draft of the EO against contractualization.
“There was another copy submitted to me mga 10 minutes before 3 o’clock. Sabi ko I would need time to… Eh nagmamadali pati ‘yung unrest ng labor. So we are trying our best to help the Filipino people,” he said.
Presidential Spokesperson Harry Roque earlier said Duterte may sign the EO banning contractualization before Labor Day on May 1.
However, the Palace clarified that the EO will not totally ban contractualization since such an objective can only be met through legislation.
In March 2017, Department of Labor and Employment came out with Department Order 174 prohibiting illegal forms of contractualization such as “endo” and “555” schemes.
