‘Nakakadismaya’: Bosita seeks accountability of those behind defective train cars

1-Rider party-list Rep. Bonifacio Bosita on Thursday said that those responsible for the defective train cars intended for the Light Rail Transit Line 1 should be held liable.

Bosita was referring to light rail vehicles (LRVs) that were procured by the previous administration. The current administration of the Department of Transportation (DOTr) did not accept the LRVs due to water leaks.

“Ang nakakadismaya nito Mr. Chair, ito po ay pera ng taumbayan billions of pesos hindi pa nagagamit Mr. Chair defective na. So ang nakikita po natin Mr. Chair dito parang may mga kasama tayo na ganun-ganun lang gumamit ng pera ng taumbayan,” Bosita said.

Of the 120 LRVs procured in 2017, the DOTr said 80 were already delivered in 2021. Those delivered were tested and found that water was dripping inside the train cars.

DOTr Undersecretary Cesar Chavez said the contractor—Mitsubishi-CAF used sealant instead of laser welding the LRVs.

“Billion of pesos ng taumbayan ginastos dito tapos ganun lang ba yun, sino po ba dapat ang liable dito…. kasi masyadong nakakadismaya ang laking pera nito naghihirap ang ating mga kababayan tapos ganun-ganun lang eh alam naman natin Mr. Chair….. sabi nga ng katabi ko… ay may kumita,” Bosita added.

He added, “Ang bottom line dito kung pababayan natin to mauulit ulit ito, sa PNP andami ng nakulong dahil sa maling sistema, maling practice…. Kung ganyan ang nangyari sino po dapat ang liable dyan, ganun-ganun na lamang po ba.”

Chavez said the LRVs have not been accepted by the DOTr and ordered the contractor to rectify the problem. He said the agency also stopped the payment.

The DOTr official said that the agency is also eyeing to collect liquidation damages.
