Lugi sa maintenance! Raffy Tulfo hits BOC’s P8-B ‘overpriced’ X-ray machines

Senator Raffy Tulfo has slammed the Bureau of Customs (BOC) for its allegedly overpriced procurement and upkeep of 30 units of mobile X-Ray equipment from China.

During the Senate plenary deliberation on the BOC’s 2024 budget on Friday (Nov. 17), Tulfo raised the findings of the Commission on Audit (COA) that the mobile X-ray trucks procured by the BOC in 2006 from Chinese firm Nuctech Co. Ltd. worth P7.953 billion was overpriced by P4.215 billion.

Still, the BOC purchased the same model in 2020, Tulfo said in his interpellation of the BOC’s budget.

The maintenance cost was also more pricey, with BOC paying around P700 million yearly for its upkeep, not yet including replacement of parts, Tulfo said.

The senator urged the BOC to look to the United States and other countries in procuring its equipment where prices are cheaper and of good quality.

Tulfo also called on BOC Commissioner Bienvenido Rubio to clean up his ranks at the customs office, known for being graft-ridden with smugglers’ cohorts in government, and to prevent the rampant smuggling of luxury cars.

“Maglinis kayo ng mga tao niyo diyan sa BOC. ‘Yung mga smuggler, may mga kasabwat o partners mismo na mga empleyado ninyo sa Customs kaya laganap pa din ang smuggling,” Tulfo said.
