Andaya accuses Diokno kin of earning P70M in flood control scam

MANILA – At least P70-million worth of kickbacks were deposited to the bank account of the Aremar Construction by their alleged dummy contractors House Majority Floor Leader Rolando Andaya said.
Andaya, chair of the powerful House committee of rules which is currently investigating the so-called ‘flood-control scam’ disclosed he obtained from reliable sources five deposit slips—of different dates and different construction firms— which clearly indicate that these are proceeds from public works contracts.
“None of which Aremar won through bidding,” Andaya said.
Andaya hopes the officials of the Anti-Money Laundering Council can help the rules oanel identify who really benefitted from the public funds that found their way to Aremar Construction and its dummy corporations.
The rules panel this coming January 15 will hold its second hearing over the alleged irregularities of several flood-mitigation projects under the Duterte Administration.
The committee already sent formal invitations to Diokno as well as his in-laws namely Casiguran, Sorsogon Mayor Dennis Hamor and his wife, Sorsogon Vice Governor Ester Hamor.
The Hamor couple is the primary owner of Aremar Construction.
Andaya said he is expected to be provided with documentary evidence that could shed light on the anomalous budget practices of the Department of Budget and Management (DBM: under Diokno and questionable allocations for public works, which was uncovered during the previous hearing in Naga City last week.
“What are the facts to be threshed out in the next hearing? Multi-billion peso flood control projects, which did not pass thru the legal process for selection were inserted into the national budget without the knowledge of Sec. Mark Villar,” said Andaya.
