The owner of “Andok’s” litson manok has reportedly been tagged sinking his teeth into the pork barrel scam of Janet Lim Napoles.
A report by the Commission on Audit revealed that Mayor Leonardo “Sandy” Javier Jr. of Javier, Leyte received a total of P30 million from the Priority Development Assistance Fund (PDAF) of Senators Juan Ponce Enrile and Jinggoy Estrada two years ago.
The pork funds of Enrile, Estrada and Legarda were supposed to help Javier’s farmers expand into “organic farming for high value crops” but the COA reported that no documents were shown that the PDAF reached their intended beneficiaries.
State auditors reported that Enrile, Estrada, and Legarda wrote Javier to endorse a non-government organisation (NGO), Social Development Program for Farmer’s Foundation Inc.(SDPFFI), to implement these projects funded by their pork.
SDPFFI’s president is Benhur Luy, the whistleblower in the P10 billion pork barrel scam reportedly masterminded by Janet Lim Napoles. Enrile, Estrada and Napoles have been indicted in the Sandiganbayan while Legarda has remained free of any legal action.
COA is planning to issue of a notice of disallowance on the P30 million pork projects of Enrile, Estrada, and Legarda where the senators and Javier officials would be required to return the entire funds to the government. COA ordered Javier to immediately liquidate these projects and to strictly monitor and inspect the implementation of state-funded projects.
Javier is the brother of actor Dyords Javier and singer Danny Javier of Apo Hiking Society. He is also the president of the League of Municipalities of the Philippines.
