Broadcast journalist Korina Sanchez, the wife of senatorial bet Mar Roxas, is surprised why terrorists continue to sow chaos in Mindanao despite the declaration of martial law and the billions of pesos invested in intelligence funds.
“Kaya naman, lumalakas ang tanong kung epektibo ba ang Batas-Militar ng ating gobyerno sa Mindanao dahil tila sunud-sunod ang pambobomba rito. Kung iisipin, malaki ang intelligence budget ng Palasyo at AFP kaya bakit nakalulusot pa rin ang mga terorista?” asked Sanchez in her tabloid column.
The Armed Forces of the Philippines and the Philippine National Police have a combined intel budget of P2.8 billion in 2018 or roughly the same amount of intel funds earmarked for the Office of the President. Intel funds are used for espionage and not subject to audit. Duterte declared martial law in Mindanao on March 2017 and Congress has extended it twice, the latest up to the end of 2019. The death toll in the town blasts at Jolo Cathedral last January surged to 22 while two died in a bomb explosion at a Zamboanga mosque last January 30.
