The chairman of the House committee on legislative franchises has dashed any hope that ABS-CBN will be granted a new franchise under Speaker Lord Allan Jay Velasco.

Palawan Rep. Franz Alvarez on Thursday (January 28) said the committee’s rejection of ABS-CBN’s franchise application was already final.

Citing House rules, Alvarez said the committee’s decision became final because none of the 70 lawmakers who voted against the network lodged an appeal.

“The ABS-CBN franchise issue was put to rest when the Committee, voting 70-11, rejected the network’s franchise application on July 10, 2020,” he said in a statement.

Alvarez’s statement came at the heels of a move by Anakalusugan party-list Rep. Mike Defensor’s move for the House plenary to tackle House Bill 6732, which seeks to grant ABS-CBN a provisional franchise effective until October 31, 2020.

During Wednesday’s (January 27) plenary session, Defensor said the committee report on the bill should be taken up because it was listed under the House’s unfinished business of the day.
Defensor’s point of order was rejected, but the House leadership said matters in the chamber’s list of unfinished business will be discussed next week.
For Alvarez, Defensor’s move to revive discussions on HB 6732 is “already moot and academic.”
“Based on my understanding from the House leadership, the ABS-CBN franchise issue is best left to the next Congress,” he said.
