Former solicitor general Florin Hilbay on Tuesday (Jan. 19) called as an attack the freedom of citizens the decision of the Department of National Defense (DND) to terminate the pact with the University of the Philippines (UP) that has been preventing state forces from entering its campuses.
Because of this, HIlbay urged the public in his latest Twitter post to oppose the move made by the DND.
“We must denounce the termination of the UP-DND accord as an attack on UP & every citizen’s freedoms,” he stated.
“We must equally denounce it as yet another distraction from this govt’s incompetence & corruption in relation to the pandemic, & its incompetence & corruption in all other matters,” he added.
The accord was signed back in 1989 which prevents the police and military from entering UP campuses and has protected students and teachers in conducting protest activities.
However, DND Sec. Delfin Lorenzana wrote to UP President Danilo Concepcion that the agreement has been terminated starting Jan. 15 since the university has been used as recruitment groups for communist groups.
