Despite being called a “dismal failure”, the Duterte administration will not sacrifice allocations for “Build, Build, Build” just to free up funds to bankroll moves to contain the virus and feed Filipinos during the lockdown.

Cabinet Secretary Karlo Nograles said while President Rodrigo Duterte was empowered to realign the budget as he saw fit for COVID-19 funding, the government has not yet reached the point of abandoning infrastructure projects in Build.

“ Nandoon pa tayo sa paghahanap ng sources of funds na puwede nating gamitin. So, we are not touching iyong sa build, build, build yet, wala pa tayo doon,” said Nograles.

Based on Duterte’s report to Congress, the government has cobbled up P189.823 billion from unreleased appropriations in 2020 and 2019 budgets, including P4.2 billion from Special Purpose Funds or budgetary support to government corporations.
