Bakit natin bibigyan kung malulustay rin? Ping having concerns on funding PhilHealth’s 2021 UHC budget
Sen. Panfilo Lacson is having second thoughts about finding sources of funding in the 2021 budget for the Philippine Health Insurance Corp. (PhilHealth) for implementing the Universal Health Care program.
Lacson said that while he pushed for added funding for UHC in the 2020 budget last year, he said the corruption at PhilHealth has made him doubt if the funds will be used well.
“Gagawin ko pa yan knowing pinaglalaruan lang nila ang pondo ng PhilHealth para sa UHC? Remember PhilHealth ang Office of Primary Responsibility pagdating sa UHC under DOH,” he said.
“Of course may pahayag ang Malacanang na di pababayaan ng national government. Ang tanong saan kukuha ng pera? And before that resolve natin issue ng corruption. Kasi bubuhusan mo ng pondo tapos makakita ka overpricing between P320,000 at nakaraang procurement ng 24 units ng network switches,” he added.
Lacson said this is no longer a “whiff of corruption” as it is very obvious on three fronts – the Interim Reimbursement Mechanism; overpricing in procuring IT equipment; and manipulation of PhilHealth’s financial statements.
Lacson said the most Congress can do is to find ways to strengthen the check-and-balance in PhilHealth.
But he said the executive branch must also do its part to make sure PhilHealth contributions from taxpayers do not go to waste.
“Whether it’s P1B, P10B or P15B, the fact there is corruption that is going on and continues to go on sa PhilHealth, dapat may drastic step na gawin ang Malacanang. Di na pwede ang trust and onfidence na blanket. Tulad ngayon PACC na mismo nag-submit ng report. Gusto natin malaman at makita anong gagawin ng executive dept tungkol dito,” he said.
