Bicol solons deny links to Leoncio construction firm

Two lawmakers from the Bicol region recently denied any involvement with the C.T. Leoncio Construction and Trading over the construction of flood control projects in various legislative districts.
Catanduanes Rep. Cesar Sarmiento and Sorsogon Rep. Deogracias Ramos shared the same sentiments following the revelation made by House Majority Floor Leader Rolando “Nonoy” Andaya Jr. (Camarines Sur) on Tuesday that C.T. Leoncio Construction and Trading has been cornering billions of funds from flood-control projects in their provinces.
Ramos and Sarmiento’s names were mentioned by Andaya during his privilege speech, wherein the Camarines Sur solon questioned the alleged misplaced budgetary allocations prepared by the Department of Budget (DBM) for the congressional districts of both lawmakers.
Ramos said there was no way he had a hand in the construction of flood control projects in his district since the Department of Public Work and Highway was in charge in the bidding process while the DBM is the agency tasked to draft the country’s National Expenditure Program (NEP).
“We have no part in the preparation of the NEP,” said Ramos.
Contrary to the statement of Andaya, Sarmiento also emphasized the need for flood control projects in his province.
“Kailangan namin yan, binabaha kami every now and then,” said Sarmiento.
Sarmiento also stressed there was nothing wrong with the allocation for the province which was around P1.5-billion in response to the claim of the House official that lone district of Catanduanes has been recipient of a huge public works project which the province may not need.
