Bill institutionalizing Seal of Good Local Governance now a law

President Rodrigo Duterte has signed into law a bill seeking to institutionalize the the awarding of the Seal of Good Local Governance (SGLG) Program under the Department of the Interior and Local Government (DILG).
In signing Republic Act (RA) 11292 last April 12, 2019, Duterte encourages all local government units (LGUs) to promote economical, effective and efficient governance.
The Seal of Good Local Governance is an award, incentive, honor and recognition-based program for all LGUs and is a continuing commitment for LGUs to continually progress and improve their performance.
Under the measure, the criteria for the award of the new SGLG will be expanded from “good financial administration” to also cover disaster preparedness; social protection and sensitivity program; health compliance and responsiveness; programs for sustainable education; business friendliness and competitiveness; safety, peace, and order; environmental management; tourism, heritage development, culture and arts; and youth development.
Section 4 of the law establishes the Council of Good Local Governance that serves as policy-making and advisory body to ensure the proper implementation of the SGLG.
The Council will be composed of the DILG, Department of Budget and Management, Department of Finance, Department of Health, Department of Social Welfare and Development, Department of Education, Department of Tourism, Department of Environment and Natural Resources, National Economic and Development Authority, Office Civil Defense, and a representative from the basic sectors to be nominated by the National Anti-Poverty Commission.
