Black hole? Wanda Teo gave P605M in cash advances to 12 DOT attaches without any monitoring
Former Tourism Secretary Wanda Teo is a careless manager in terms of safekeeping government resources.
In an annual audit report, the Commission on Audit questioned the Department of Tourism led by Teo, who was forced to resign in May, for forking out P605.261 million in cash advances to 12 foreign Philippine Tourism Offices without an oversight body to check if these funds were being spent wisely.
COA revealed that no single division monitors the operation of PTOs as they report directly to the DOT Secretary since 2016.
“Given the considerable funds being spent for PTO operations, adequate monitoring and supervision should be conducted to enabe the agency to determine the current status of PTO (programs), identify which activities should be prioritized, and assess whether the (projects) of PTOS were efficiently and effectively achieved and the expected benefits were gained out of money spent by government,” said COA.
COA suggested that the DOT assign persons who woild oversee the spending and accomplishments of PTOs.
The 12 PTOs from Los Angeles, San Francisco, New York, Beijing, Shanghai, Korea, Germany, Osaka, Tokyo, Australia, London, and Taiwan audited their own expense reports, COA said.
