Bong Go recommends relief of BuCor officials handling GCTA: Para ‘di na makaporma!
Senator Bong Go urged President Rodrigo Duterte Monday (September 9) to relieve the Bureau of Corrections (BuCor) officials involved in processing inmates’ good conduct time allowance (GCTA) amid the alleged corruption over its implementation.
Go made the recommendation following his visit to the New Bilibid Prison (NBP), where he personally saw the condition of the jail cells and inmates.
“Mr. Chair, sa dami ng dinaanan ng proseso ng GCTA, I believe na marami ang sumakay at ginamit ito para sa corruption. Because of this, I am recommending to Secretary Guevarra, at nabanggit na rin ito ni Pangulong Duterte to relieve all BuCor officials who are handling the process of GCTA. Those who are next in rank will assume their duties,” he said at the joint Senate committee hearing on the GCTA Law.
While Go said he would like to give authorities a chance to invetigate the alleged corruption in the GCTA Law’s implementation, he said conversations with several people all point to wrongdoing among BuCor’s ranks.
The GCTA Law allows inmates a chance to be released early by earning credits for good behavior. Processing is done by BuCor officials, who determine whether a prisoner is qualified for GCTA or not.
Aside from the so called “GCTA for sale” modus, Go said he has also heard reports that inmates at NBP could obtain hospital passes for a fee so they can carry out transactions related to the illegal drug trade.
“Nagpapanggap na may sakit para ma-admit sa ospital, pagkatapos doon na nagaganap ang illegal drug trading… Naglagay tayo ng maayos na ospital sa loob ng kulungan for humanitarian reasons. Ngunit ito rin pala ay inaabuso at binababoy ng mga empleyadong mukhang pera,” he said.
