Buhay hari sa Bilibid? NUPL claims Palparan getting VIP treatment in jail
A Malolos City court has been asked to stop the special treatment retired Army Maj. Gen. Jovito Palparan has been receiving at the New Bilibid Prison (NBP) in Muntinlupa City.
The National Union People’s Lawyers (NUPL) sought this in a motion it filed before the Malolos City Regional Trial Court (RTC) Branch 15 which convicted Palparan in September 2018 for kidnapping and serious illegal detention in connection with the two missing UP students.
The NUPL said in a statement on Tuesday (Feb. 18) it has asked the court to transfer Palparan at the Bilibid’s maximum security compound since he has been “overstaying at the Directorate for Reception and Diagnostics (DRD) of the NBP, where inmates undergo evaluation for not more than 60 days.”
“At the DRD, Palparan has been acting as ‘governor’ or ‘mayor de mayores’ to about 1,500 persons deprived of liberty (PDLs) and given unbridled access to the computer and the internet and many other privileges that are otherwise deprived to other inmates,” the NUPL said.
“By these acts, Palparan, with the help of his coddlers in government not only brings the courts into disrepute, he also continues to frustrate the attainment of justice for his victims and affront the fundamental principle of civilian supremacy over the military,” it lamented.
