Buraot! Solons score Cayetano’s PHISGOC over inadequate funding for PH athletes

Lawmakers belonging to the Makabayan bloc have scored organizers of the 30th Southeast Asian Games for allocating only a mere portion of the multi-billion fund for the Philippines’ hosting of the bi-annual sporting event.
Makabayan bloc congressmen on Thursday filed House Resolution No. 602 seeking to investigate the anomalous spending, procurement, and other lavish expenses in the country’s SEA Games hosting.
According to HR 602, the Philippine Sports Commission through the Philippine Southeast Asian Games Organizing Committee (PHISGOC) only allocated P170.35 million for the “amateur sports development program” of national athletes despite the P3.963 billion fund for the maintenance and other operating expenses (MOOE) of the development of New Clark City and the P9.54 billion for the construction of sports facilities under the Bases Conversion Development Authorit (BCDA).
PHISGOC is a private non-stock and non-profit foundation chaired by House Speaker Alan Peter Cayetano created to oversee the preparations and execution of this year’s preparation for SEA Games.
The foundation is composed of public agencies and private entities which was created to oversee the preparations and execution of the SEA Games hosting.
The militant solons also lashed out the alleged overpriced uniform sets of PH athletes which was first reported by Politiko in July.
Makabayan bloc also stressed that Cayetano’s PHISGOC may have violated the Government Procurement Act as section 4.5 of its Implementing Rules and Regulations states that “direct financial or material assistance given to beneficiaries” are not considered as procurement activities.
HR 602 said there is a need to investigate the expenses behind the SEA Games hosting particularly the P1.5-billion worth government funds under the Philippine Sports Commission directly channeled to PHISGOC as form of “financial assistance which was admitted by Cayetano himself.
Senator Panfilo Lacson earlier has called out the questionable transfer of P1.5-billion worth of PSC allocation to Cayetano’s PHISGOC—which has similarity to the scheme of used by convicted Pork Barrel Scam mastermind Janet Lim Napoles in her modus.
