COA lauds PWD national council for meeting targets
The National Council for Disability Affairs (NCDA) was able to meet its targets in implementing its programs, projects and activities (PPA) in 2016, state auditors said.
In its 2016 annual audit report, the Commission on Audit (COA) said the NCDA successfully implemented PPAs and services related to the the concerns of persons with disabilities (PWDs).
COA said the NCDA has consistently led in promoting “Disability Inclusive Development” through policy formulation and program development to upscale engagement of Filipinos with disabilities.
The NCDA also sustained its focus to achieve the goals of the Decade of “Make the Right Real” for Persons with Disabilities (PWDs) in support of the 3rd Asian and Pacific Decade of PWDs, COA said.
COA said the NCDA was able to surpass its performance targets for 2016 by 64 percent.
COA said the NCDA disbursed P26.888 million out of its P29.589 million allotted budget as of end 2016.
The NCDA was able to implement 46 national policies, plans and programs, exceeding the target of 28 by over 64 percent.
Moreover, the NCDA was able to garner 82 percent average percentage of stakeholders rating the policy, plan and program as good or better, exceeding the 70 percent target.
Also, the NCDA was able to garner 71 percent for national policies and plans updated, issued and disseminated in the last three years, exceeding the target of 70 percent.
“As can be gleaned above, the Agency had successfully implemented programs/projects/activities (PPAs) and services related to the concerns of PWDs and was able to surpass their performance targets for CY 2016 by 64 percent,” COA said.
COA commended the NCDA management for its continuous commitment in formulating policies and coordinating activities of all agencies, whether public or private, to address disability issues and concerns.
The NCDA is the government’s policy-making, planning, monitoring and advocating body for the prevention of the causes of disability,.
It is also the lead agency in the implementation of programs and projects for persons with disabilities.
