President Rodrigo Duterte believes ACT-CIS Rep. Eric Yap could be liable for graft and corruption for trying to stop the Presidential Anti-Crime Commission (PACC) from suing his fixer-agent in the Department of Public Works and Highways (DPWH).
“(Eric Yap) intervened in the investigation against Ricardo… requesting him to drop the case against District Engineer Ricardo,” said Duterte in a Malacanang briefing Monday night.
“By calling up (PACC) Commissioner Greco (Belgica)…that simple call can send you to jail. Ano ‘yan eh punishable by Republic Act 3019 Anti-Graft Law,” the President added.
Duterte has named Yap – a first-term lawmaker who owes his power to presidential son, Davao City Rep. Paolo Duterte – as a master manipulator of DPWH projects in Benguet.
Yap became the legislative caretaker of Benguet following the death of Rep. Nestor Fongwan in December 2012.
Duterte tagged Yap’s fixer, Ricardo, as the same agent conniving with former Ifugao Rep. Reddy Baguilat.
“Lumabas na naman ang pangalan…babae ‘to — she’s already a millionaire — Ricardo,” said Duterte.
“Itong pangalan…ma-validate ko itong si Ricardo. May beach house ito, mansion, malaki. Kilala mo ‘yan, Bot. Igsuon man ni ni kuwan Zozobrado. Ito marami itong… bilyonaryo na ito sa totoo lang,” added Duterte.
Ricardo was sacked by the DPWH as Abra district engineer in 2018 after she was caught on video demanding P10 million from a contractor to ensure the awarding of the Lagawe-Caba-Ponghal Road Development Project.
“District Engineer Ricardo, you have been assigned in Davao City for the longest time. Mayroon ka ng beach house, mayroon ka ng lahat. Sa Davao, you stayed there for the longest time because of the congressman also,” said Duterte.
Yap, whose family is into customs brokerage, was born in Davao City.
