BUDGET Secretary Florencio Abad has asked House Speaker Feliciano Belmonte Jr. and Senate President Franklin Drilon to author a Palace-proposed bill to redefine the term savings in the budget process as a “cure” for the Supreme Court 13-0 ruling against the Disbursement Acceleration Program. In a letter to Belmonte dated Aug. 1, Abad attached the seven-page bill, which he called a “curative bill” entitled “An Act Clarifying the Definition of Savings and Related Concepts and the Use and Release of the Unprogrammed Fund in the Appropriation Laws and Validating the Implementation Thereof by the Executive Branch.” Manila Standard Today
