Neophyte Bayan Muna Party-list Rep. Eufemia Cullamat has called on the national government to hasten the distribution of emergency aid under the Bayanihan Act of 2020 to 18 million families affected by the Luzon lockdown.

Cullamat stressed that it has been two weeks since the entire Luzon was placed under the enhanced community quarantine to avert or delay the spread of the deadly coronavirus, yet, policy makers are still not finished determining the households that will benefit from financial aid from the government.

“Gutom na ang mga tao. Bilisan na dapat ang pagaabot ng ayuda sa maralita. Napakatagal pang proseso ang pagtutukoy gayong may mga dating listahan na ang mga ahensya,” said Cullamat.

Under the Bayanihan Act, 18 million households will be given cash aid ranging from P5,000 to P8,000 for two months as part of the Emergency Support Fund to aid them during the enhanced community quarantine.

Cullamat has blamed the country’s bureaucracy as the primary reason over the delay in the distribution of financial aid.

“Napakatagal at burukratiko ng proseso ng pagtutukoy gayong mayorya naman ang makatatanggap. Mas mabilis pa kung itutukoy ang iilan na hindi na nangangailangan ng ayuda,” she said.

“Mayroong napakalaking budget. Bakit kailangan pang dumaan sa butas ng karayom ang mamamayan? Mas matagal na hindi naibibigay, mas malaki ang panganib na makurakot pa ito. Gutom na ang mamamayan. Ibigay na ang ayuda, ngayon na,” she added.

Cullmat can’t hide her frustration that after two weeks of quarantine, the national government is still in the process of identifying beneficiaries through social amelioration cards to be given to families to fill up and to be returned to the barangay.

“Sa 4Ps pa nga lang na tinatarget lang ang pinakamahirap na pamilya, ilang buwan bago matapos ang pagtukoy ng benepisyaryo. Ano pa kaya kung 18 million pamilya? Matatagalan talaga. Tukuyin nalang ang hindi nangangailangan at direktang ibigay na sa 18 million pamilya ang ayuda,” said Cullamat.
