President Rodrigo Duterte has certified as urgent the passage of the proposed P4.1 trillion budget for 2020.
In his September 17 letter addressed to Senate President Vicente Sotto III and House Speaker Alan Peter Cayetano, Duterte called for the immediate passage of next year’s budget spending.
“Pursuant to the provisions of Article VI, Section 26 (2) of the 1987 Constitution, I hereby certify to the necessity of the immediate enactment of House Bill No. 4228, entitled: “An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty-One, Two Thousand and Twenty, and Other Purposes,” the letter read.
Duterte said the timely passage of the measure will “address the need to maintain continuous government operations following the end of the current fiscal year,” “expedite the funding of various programs, projects, and the activities for FY 2020,” and “ensure budgetary preparedness that will enable the government to effectively perform its Constitutional mandate.”
In his budget message, the President said the proposed appropriations “will aim to build the fruits and gains of the previous annual expenditure programs of the administration, not only to ensure but to consolidate the gains, for the bright future of the Philippines and its people.”
