Duterte claims Ayala, MVP liable for ‘syndicated estafa’:’Pag nagkamali mga g*g*ng ‘yan, ipakukulong ko talaga sila!

President Rodrigo Duterte has vowed to use his remaining years in office to deliver the “big fishes” in corruption long awaited by citizens.

“Saan ‘yung mga corruption? Saan ‘yung malalaki?” O i-deliver ko na sa inyo ngayon: si Ayala pati si Pangilinan,” said Duterte referring to the Ayala family which owns Manila Water Co. and Manuel V. Pangilinan, chair of Maynilad Water Services Inc. owned by the Salim-Consunji group.

“Pag nagkamali ‘yang ga — mga g***** ‘yan, ipakukulong ko talaga sila. Kita mo maski anong insulto ko hindi — hindi na sumasagot. Sigurado, swak sila. Syndicated estafa,” he added.

Duterte has successfuly moved to revoke the 15-year extension of Manila Water and Maynilad and has threatened to expropirate their 25-year concessionaire contract prepared by ACCRALaw in 1997.

“Alam mo ginawa ng mga ulol? Water distributor lang itong mga buang na ito pero as it turned out, sila na ‘yung pinakamayaman at akala mo sila ‘yung may-ari ng tubig,” said Duterte.

Duterte said that under the 1997 contract (under the advise of abogado Eusebio V. Tan of ACCRALaw), the govenrmenrsurrendered its soveriengty to Manila Water and Maynilad to increase water rates because the deald categorized water as a mere commodity and not a part natural resource of the country.

He called this a “really crooked way of interpreting a constitution.”

Duterte said the contract also allowed them to pass of their tax payments to their consumers.

“Tapos since 1997, may kolekta sila sa billing, kayong taga-Maynila, environment enhancement kuno, kuno.Ano ‘yan? Water treatment facility na ilagay nila diyan sa tabi ng Harrison Plaza, diyan banda. Hanggang ngayon, wala. Sige sila kolekta. Trillion na ‘yun, 1997 until now. Walang water treatment. Ngayon ‘pag malugi sila, nasa kontrata, bayaran natin,” said Duterte.
