Malacañang disagreed on the pronouncement of retired Senior Associate Justice Antonio Carpio that the Duterte administration has “no coherent foreign policy,” citing the chief executive’s changing tones on the United States and China.
“The President has been consistent in espousing an independent foreign policy,” Presidential Spokesperson Harry Roque said in a televised briefing.
The government, he added, will promote the country’s national interest and will maintain the policy of being “friends to anyone and enemies to no one.”
Roque also denied that Duterte relied on “knee-jerk reactions” in terminating the Visiting Forces Agreement and granting absolute pardon to US Marine Lance Corporal Joseph Scott Pemberton.
“I have given my personal opinion on the basis of everything that I’ve heard from the President. It is for higher national interest,” he said.
