Duterte names Guevarra anew as officer-in-charge during Russia trip
Department of Justice (DOJ) Secretary Menardo Guevarra has been named again as officer-in-charge of Malacanang while President Rodrigo Duterte is away on an official trip in Russia.
In a special order, Duterte told Guevarra to “take care of the day-to–day operations and general administration of the Executive Department.”
Guevarra was also told that “if necessary, act for and on behalf of the President, except on matters that the President is required by the Constitution to act in person.”
“All departments, agencies, and instrumentalities of the Government shall assist DOJ Secretary Guevarra in the discharge of his functions as stated herein,” read the order.
“All acts of DOJ Secretary Guevarra for and on behalf of the President pursuant to this Order shall be deemed acts of the President unless disapproved or reprobated by the President,” it added.
Duterte will be in Russia from October 1 to 6 for official trips to Moscow and Sochi.
