President Rodrigo Duterte on Sunday said in jest that the Commission on Audit (COA) auditor in Ilocos Norte should be pushed down the stairs.
Duterte made the remark after Governor Imee Marcos complained about the limitations and prohibitions set by COA on some government spending.
“Sino taga COA dito? Ihulog muna sa hagdanan para hindi maka-report,” Duterte said during a situation briefing on typhoon “Ompong” in Laoag City.
Marcos, who earlier reported to the President that the agency only allows cash advances for food up to P15,000, clapped her hands and said, “Yes, yes, yes!”
During the meeting, the chief executive also criticized the circulars released by state auditors, saying that they have no legal effect.
“Kaya ‘yang circular-circular, sila rin ang gumagawa, hindi mo malaman circular nila. Anong pakialam ko ang p***** i**** circular mo? Kaya nga circular lang ‘yan eh. Make it a law or a regulation but don’t give me that s*** of a circular. Mahirap ‘yan,” the chief executive said.
“So ‘yang COA na ‘yan, some guys in the government went to jail based on a circular and other guys went scot-free because of the same circular. Ganun ka-cockeyed ang… Depende na lang kung saan nila i-ano where they swing the legal arguments there,” he said.
