Duterte orders AFP, PNP to secure Compostela Valley plebiscite

President Rodrigo Duterte has concurred with the deputation of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to secure the upcoming plebiscite for renaming Compostela Valley to Davao de Oro on December 7.
In signing Memorandum Order 42 last November 28, Duterte directed the AFP and the PNP to coordinate and cooperate with the Commission on Election (Comelec) in the performance of their duties and functions.
The Order must take effect immediately, the President said.
Through Resolution No. 10616 (s. 2019), the Comelec resolved to request the concurrence of Duterte in the deputation the said law enforcement agencies in connection with the December 7, 2019 Plebiscite to ratify Republic Act No. 11297, or “An Act Renaming the Province of Compostela Valley as the Province of Davao De Oro.”
Pursuant to Section 2 (4), Article IX-C of the Constitution, the poll body is empowered to deputize, with the concurrence of the President, law enforcement agencies and instrumentalities of the Government, including the AFP, for the exclusive purpose of ensuring free, orderly, honest, peaceful, and credible elections.
