Duterte reorganizes Presidential Commission on Visiting Forces

President Rodrigo Duterte has issued an executive order (EO) reorganizing the Presidential Commission on Visiting Forces (PCVF).

In EO 97 dated November 29, 2019, Duterte designated the Department of Foreign Affairs (DFA) as Chairman of the Commission; and the National Security Adviser and a Representative from the Office of the President as Member.

“There is a need to further reorganize the PCVF to ensure effective integration of its functions with the Government’s independent foreign policy,” it stated.

Under this directive, the DFA should “serve as the channel for matters involving foreign relations” and “carry out legal documentation functions as provided by law and regulations.”

The President, upon the recommendation of the DFA and the Department of National Defense, is also authorized to appoint an Executive Director who shall be a government official with a rank of at least an Assistant Secretary.
