Duterte shoots down emergency powers proposal for ‘Build, Build, Build’

President Rodrigo Duterte turned down a proposal to grant him emergency powers to hasten the implementation of his administration’s “Build, Build, Build” infrastructure program.

“Kung magduda kayo na corrupt ako, bakit niyo pa ako bigyan ng pera, especially an emergency power. You can buy anything without bidding. That is really rich for corruption,” Duterte said in an interview with GMA News.

Last week, Albay Rep. Joey Salceda filed House Bill No. (HBN) 5456 granting special powers to fast track much-needed infrastructure.

HB 5456 also sought to prohibit courts, with the exception of the Supreme Court, to issue temporary restraining orders that would stop the infrastructure projects.

Malacañang had said the proposed measure is “belated” because the President only has less than three years left in office.
