Former Chief Justice Artemio Panganiban doesn’t approve of presidential bet Rordigo Duterte’s extra-judicial ways or potty mouth but these are not reasons to bar him from running in the 2016 elections.

Panganiban said the Commission on Elections should allow Duterte test his mettle against other president candidates.

“I do not have the complete facts on Duterte’s case but if, as reported in the media, the only reason for his alleged disqualification is a typographical error, I believe he should be allowed to run for president,” said Panganbian in his Inquirer column.

On the same day that he filed his long awaited certificate of candidacy, the Commission on Elections received a petition fro, Ruben Castor not to allow the Davao City mayor not to run as a substitute for PDP-Laban’s Martin Dino because the latter has long withdrawn his name from the 2016 hopefuls and he made an erroneous entry when he wrote that he was seeking to run for Pasay City mayor and not president.

“Substantial justice, not literal interpretation, should be applied. This does not mean I approve of his human rights shortcuts or habitual cussing. Legal eligibility is different from electoral acceptability,” added Panganiban.
