Everybody happy! Villar guarantees P500M per district under DPWH’s 2020 budget – Cayetano

House Speaker Alan Cayetano has promised his colleagues there will be equitable distribution of infrastructure allotment projects under the proposed P4.1-trillion National Expenditure Program (NEP) for 2020.
“I am assured by both DBM (Department of Budget and Management) and other secretaries that they did their best na maging equitable sa buong bansa,” said Cayetano Tuesday’s press conference.
Cayetano disclosed that he recently talked to Public Works Sec. Mark Villar who assured that each congressmen will receive between P400 million to P500 million infra allotments for their respective districts and constituents.
The infra allotments, according to Cayetano, have been already infused under the proposed P534.3-billion budget of the Department of Public Works and Highways (DPWH) which was submitted to Congress during the budget presentation on Tuesday.
“Nung kausap namin si Sec. Mark Villar, sabi niya he will try na walang distrito all around the country na less than P400 million to P500 million ang infrastructure for as long as it falls the national priority,” said Cayetano.
But Cayetano insisted that the allotments per each House member can’t be considered as “Pork Barrel” fund since those were all “line item” projects and the DPWH was the one that placed those said amounts under the 2020 NEP upon the recommendation of both the district engineers and regional directors.
“Ang nagsa-submit sa departamento, yung district engineer, at saka yung regional director—ang kausap nila both local government officials at kongresista nila,” said Cayetano.
“It’s already in the budget, ang departamento na ang naglalagay,” he added.
