Fariñas: Death penalty bill not certified urgent
Don’t look now, but the measure calling for the return of death penalty hasn’t been certified urgent by President Rodrigo Duterte.
House Majority Leader Rudy Fariñas confirmed this to reporter Wednesday, exactly a week before Congress goes on Christmas break.
“I haven’t seen any document coming from the President or Office of the President certifying it as urgent,” he said.
A bill that has been certified urgent by the Palace need not be covered by the three-day layover rule between its passage on second reading and third reading.
The House of Representatives (HOR) is pressed for time to pass the measure, especially if it wants to beat the pre-Christmas deadline originally set by the House leadership.
Duterte had previously asked lawmakers to restore capital punishment, which was suspended during former president Gloria Macapagal-Arroyo’s tenure in 2006.
