President Rodrigo Duterte has unmasked ACT-CIS partylist Rep. Eric Yap as an alleged master manipulator of biddings of pubic works projects.
Reading from a document provided by the Presidential Anti-Corruption Commission Monday (December 28), Duterte said: “Congressman Eric Yap, ACT-CIS Partylist, legislative caretaker of Benguet – alleged rigging of bid through his agent.”
“Exerting influence in choosing his district engineer to be able to control the awarding of projects in the district assigned to him,” the President added.
Yap’s rise to prominence in Congress is unusual given that experience and seniority are major qualifications in getting the juiciest posts.
Despite being a neophyte politiko, Yap chairs the House appropriations committee in charge of scrutinizing the national budget. He is also the vice chairman of the chamber’s accounts committee.
Yap’s positions raises eyebrows given that the appropriations committee sets the national budget while the accounts panel is in charge of the House’s funds.
In December 2019, Yap was also designated as caretaker of Benguet’s lone district following the death of Rep. Nestor Fongwan.
Good luck appears to be on Yap’s side considering he comes from the party-list sector, whose representatives are considered “second class” by legislators who win in their respective bailiwicks.
The Davao City-born Yap owes his power and influence to his closeness to presidential son and Davao City Rep. Paolo Duterte, who heads the accounts committee.
Prior to joining politics, Yap and his family made money as customs brokers.
