Galante! San Miguel offers P350K reward for best bills drafted by college students


San Miguel Corporation (SMC) has given a total of P350,000 in cash to the House of Representatives to reward promising college students who will win its 2018 bill drafting contest.

The grand prize winner of the competition will receive P100,000 while the first to fourth runners-up will receive P80,000, P60,000, P40,000 and P20,000 respectively.

San Miguel will also give an additional P50,000 to the team with the best bill related to water conservation in the country.

SMC is promoting water conservation through its “Water for All” initiative.

Several undergraduate college students from schools nationwide joined the House’s bill drafting contest.

Last week, a seminar was held at the House of Representatives to prepare the contestants in planning and drafting their proposed bills.

The first day of the seminar dwelled on theoretical principles of policy-making while the second day focused on providing them the technical knowledge they would need in crafting their bills.

Renato Camelon III, supervising legislative staff officer of the House Bill Drafting Service, gave a lecture on the mechanics of bill drafting, discussing how the participants can compose articulate and well-researched bills.

Camelon emphasized that aside from conducting preliminary data gathering and a constitutionality check, bill drafters must ensure that the bill’s provisions are concise, complete, and unambiguous.

This was followed by Atty. Jose Noel Garong, director of the Bill Drafting Service, on the form and style of bill drafting.

Garong explained the significance of ensuring the accuracy, brevity, and clarity of the bill. Garong stressed that a bill must be precise in its wording so it will achieve its objectives avoiding misinterpretation.

The online registration of contestants must be completed on or before July 2, 2018. Participants may reach out to the Office of the Speaker to take advantage of a consultation and mentorship window beginning July 2 until July 12, 2018.

Registered participants may submit their official bill entries from July 16 to August 16, 2018.
