Iloilo Rep. Janette Garin on Wednesday said she hoped Presidential Spokesperson Salvador Panelo was joking when he said President Rodrigo Duterte would prefer to execute death row convicts by rope to keep expenses low.
“I hope he was joking. Even among animals, that method has long been discarded,” the new senior deputy minority leader told reporters.
“I hope Sec Panelo was just joking. That method has been in obsolescence even among animals. Better to discuss the parameters of the proposed law. Hindi makakatulong sa pag pasa ng Batas yung statement ni Sec Panelo,” Garin said.
Panelo told a press briefing on Tuesday: “Kung tatanungin mo siya (Duterte), walang gastos eh ano na lang, lubid.”
But Garin said, “Let us not go back to stone age. Walang lugar ang ‘lubid’ sa death penalty.”
Ako Bicol Rep. Alfredo Garbin Jr. said, “Our Spox is a Lawyer and I know that he is Familiar of the provision in the Constitution in the prohibition Cruel and degrading punishment, specifically Article III, Section 19 paragraph (1) thereof, states ‘Excessive fines shall not be imposed nor cruel, degrading or inhuman punishment inflicted.”
“Ang pag gamit ng lubid para sa death penalty can be tantamount to torture,” Garbin said.
